Evaluation: Judge James Foy received high scores from court staff. Court staff rated Judge Foy highly in respecting court employees regardless of position and overall judicial performance. While still relatively positive, attorneys and resource staff (e.g., law enforcement officers, CASA volunteers, CYFD, interpreters, etc.) rated Judge Foy slightly lower than court staff. Attorneys rated Judge Foy positively for being punctual in commencing proceedings, being attentive to the proceedings, being able to decisively rule on procedural and substantive matters, and for ensuring his personal staff is professional, productive, and knowledgeable of court policies and procedures. Resource staff rated Judge Foy positively for maintaining proper control over the proceedings, behaving in a manner that encourages respect for the courts, and making clear and thorough oral decisions. Judge Foy discussed his ongoing commitment to continue to improve his already positive scores among all groups.

Experience & Education: Judge James Foy was appointed to the District Court bench in March 2019 and was subsequently elected in November 2020. Prior to his judicial appointment, Judge Foy was in private practice. He graduated from Creighton University in 1983 with a B.S. in Business Administration, and received his law degree from the University of New Mexico School of Law in 1986.
