Evaluation: Judge Foutz received positive ratings as part of this evaluation. Survey results indicate he is particularly noted for fairness, timeliness, knowledge of the law and overall demeanor. Judge Foutz is considered extremely competent in all areas included in this review. For this reason, the judge received an outstanding rating for his overall judicial performance. Judge Foutz's ratings have improved in many areas over the already strong results he received as part of his previous evaluation. Judge Foutz continues to seek specific ways to improve his judicial performance. For example, he has indicated a desire to improve his written communication skills.
Experience & Education: Judge Foutz has served on the bench since May 1996. Prior to this he worked in private practice and as an Assistant District Attorney. The judge is a member of Kiwanis and takes part in fundraising activities for Camp Kiwanis. He received his BA from Brigham Young University and his law degree from Southwestern University School of Law.
