Evaluation: Judge Clingman received mixed ratings in this evaluation process. Some of his specific strengths include his punctuality in commencing proceedings and in scheduling hearings and trials; he is also well regarded for his ability to maintain proper control over the courtroom. These evaluation results, as well as those from his previous evaluation, indicate a need for the judge to make improvements in the areas of demeanor, communication and interpersonal skills, particularly with court employees. The judge has endeavored to improve in these areas and is committed to continuing these efforts.
Experience & Education: Judge Clingman was appointed to his district judgeship in 1997. Prior to his appointment he maintained a private law practice. The judge has been actively involved with numerous community and professional organizations, including serving as a member of the Bar Associations of both New Mexico and Texas. He received his undergraduate degree from the University of Texas and his law degree from Texas Tech Law School in 1985.
